If an employee has underlying health concerns or takes care of an individual with underlying health concerns and they fear coming into work (we are an essential business) are they eligible for unemployment benefits?

The scenario presented above would not qualify the person for the new leave benefits under the Families First Coronavirus Response Act (FFCRA).  Under this law the person must have symptoms of COVID-19 or be caring for someone who is symptomatic.
